International Technical Adviser on Energy Efficiency Regulations

UNDP Armenia is looking for an International Technical Adviser on Energy Efficiency Regulations to assist in implementing the regional project aiming at facilitating harmonization of test procedures, standards and labels among EEU countries, when appropriate. The project will focus largely on capacity building and assisting governments, standardization institutions, manufacturing, distributing, retail, consumer and environmental stakeholders throughout the EEU region to implement the most cost-effective energy efficiency measures available.
Tasks:
Duration: 15 Jan 2018 – 31 Dec 2019 (up to 250 working days)
Required skills and experience:
1. Advanced University Degree (MSc, MA or PhD) in electric engineering.
2. At least 15 years of professional experience in implementation and management of energy efficiency projects in the EEU countries.
3. At least 10 years of professional experience with UNDP-GEF projects implementation.
4. Experience with development and introduction of MEPS/HEPS and with establishing / modernization of testing laboratories in the EEU countries.
5. Experience measures to protect the market from low efficiency equipment (organization of sample control of quality and energy efficiency performance of appliances and equipment).
6. Experience of development and successful introduction of financial mechanisms applied for attraction of private investments in energy efficiency projects (ESCo schemes).
7. Experience of cooperation with the key project counterparts in Russian Federation: Ministry of Energy, RosStandard and Eurasian Economic Commission.
8. Experience with application of methodologies for GHG emissions reduction impact assessment from energy efficiency measures (knowledge of GEF-UNDP methodology)
9. Experience in energy efficiency advocacy in the EEU countries (conferences, forums, educational and advertising campaigns etc.)
10. Proficiency in the English and Russian languages are required

- support transfer of the expertise and the best practices from the Russian Federation and other EEU countries
- provide expertise regarding development of technical and policy justifications and proposed enforcement mechanism to support introduction of EE technologies based on relevant international experience in the Russian Federation and other EEU countries.
- support works on development and harmonization of energy efficiency requirements in the EEU countries.
- technical support at establishing and modernization of testing laboratories in Kyrgyzstan and Armenia and in creating the network of testing laboratories.
