International Project Evaluation Expert

UNDP Tajikistan seeks to find an expert who will conduct evaluation of the project “Support to Civil Registration System Reform in Tajikistan” to identify potential project implementation issues, assess progress towards the achievement of objectives, relevance and performance of the project as compared to the project document, identify and document lessons learned. International project evaluation expert will be asked to come up with recommendations regarding specific actions that might be taken to improve the project concept over the next phase.
International project evaluation expert shall implement the following activities:
UNDP Tajikistan seeks to find an expert who will conduct evaluation of the project “Support to Civil Registration System Reform in Tajikistan” to identify potential project implementation issues, assess progress towards the achievement of objectives, relevance and performance of the project as compared to the project document, identify and document lessons learned. International project evaluation expert will be asked to come up with recommendations regarding specific actions that might be taken to improve the project concept over the next phase.
International project evaluation expert shall implement the following activities:
- Assess whether the project achieve or did not achieve outcomes and outputs stipulated in the Project Document and Results Framework as compared to the results of the Baseline Study;
- Identify to what extent the project has so far contributed to the implementation of the ongoing reform of civil registration offices (ZAGS);
- Analyse the effectiveness of the existing partnerships established/maintained with the Government, civil society, UN Agencies, donors and other key stakeholders;
- Produce evaluation products (Inception Report, Draft Evaluation Report, Final evaluation report including annexes as appropriate).
