Delegation from Kyrgyzstan studies Russia’s government support mechanisms for investment activities
From October 6 to 8, 2026, a delegation from Kyrgyzstan paid a working visit to Moscow and St. Petersburg. The visit aimed to study Russia’s experience in investment policy, business support mechanisms, and the implementation of public-private partnership (PPP) projects, with a view to adapting best practices to support the development of Kyrgyzstan’s economy.
The delegation included the Head of the Secretariat of the Council for Business and Investment Development under the Cabinet of Ministers of Kyrgyzstan, the Head of the PPP Project Monitoring and Promotion Department at the Kyrgyz Public-Private Partnership Center, as well as representatives of regional investment councils and local self-government bodies.
A meeting between the delegation and representatives of the Russian Ministry of Economic Development, the Ministry of Foreign Affairs, VEB.RF, and the SME Corporation was held at the UN House in Moscow. The Russian side presented a comprehensive set of measures forming an integrated ecosystem of support for businesses and investors, ranging from accessible financing instruments to mechanisms for protecting capital investments.
Particular interest was shown in the regional investment standard, a system designed to shorten the path from an investor’s initial idea to actual investment by standardizing procedures and making interactions with government authorities more transparent. The parties also discussed the functionality of the InvestRussia platform (VEB.RF), one-stop-shop solutions for supporting investors, and the digital platform for supporting entrepreneurs (SME.RF).
The delegation also met with representatives of the Agency for Strategic Initiatives, the Eurasian Development Bank, the Technopolis Moscow Special Economic Zone, and the City Investment Management Agency. During a tour of the Technopolis special economic zone site in Pechatniki, participants learned about regional investor support measures, including preferential terms for establishing operations within the special economic zone and tax incentives. The delegation visited production facilities operated by existing residents and assessed the level of automation and digitalization of their processes.
In St. Petersburg, the delegation visited the Leningrad Region Agency for Economic Development and the St. Petersburg Investment Committee. During the meetings, participants gained an in-depth understanding of existing investor support mechanisms, including the Investment Committee’s one-stop-shop approach, the division of responsibilities among regional development institutions, and tools for reducing administrative barriers.
A key element of the program was a series of site visits showcasing successfully implemented PPP projects in St. Petersburg. These included the Western High-Speed Diameter (WHSD), the SKA Arena—the world’s largest ice sports arena—the Slavyanka tram line, and Pulkovo Airport.
The knowledge gained will serve as a foundation for strengthening and improving the effectiveness of investment project development in Kyrgyzstan, including the introduction of elements of the regional investment standard, guarantee support mechanisms, and digital tools for investor assistance.
The study visit by the delegation from Kyrgyzstan was made possible with financial support from the Russian Federation under the project "Knowledge Management and Capacity Development in the UNDP-Russia Partnership".
