Rosstat experts consulted colleagues in Turkmenistan on national accounts statistics

The United Nations Development programme (UNDP) in Turkmenistan jointly with the Russia and UNDP Partnership office, the State Statistics Committee of Turkmenistan and the Federal State Statistics Service of Russia (Rosstat) held a training seminar on modern standards for assessing housing services in the system of national accounts.

The seminar was held with the participation of employees of the Ministry of Finance and economy, the Central Bank and the state Committee on statistics of Turkmenistan. Participants discussed modern methods of evaluation of housing services and the impact of such accounting on nominal GDP.

"Turkmenistan is implementing international standards and experience in all areas. One of the directions is updating the system of national accounts 2008. In this regard, we cooperate with prestigious international organizations such as UNDP and the World Bank. Our seminar today with the participation of experts from the Federal State Statistics Service of Russia is an example of our fruitful cooperation," said Kadyr Kadyrov, Deputy head of the SNA of the state statistics Committee of Turkmenistan.

The seminar was attended by employees of Rosstat, who shared their Russian experience and methods of assessing housing services. Within the framework of the three-day visit, they also held meetings with the leadership of the State Committee of Turkmenistan on statistics, held consultations for the staff of the Office of national accounts. The expert task was carried out within the framework of the project "Knowledge Management and Capacity Development in Russia-UNDP Partnership".

Assessment of housing services allows to take into account the virtual income of citizens, i.e. income not in monetary terms, but in the form of absence of potential costs, such as rental housing. According to international norms, it is important to take these data into account, as they affect GDP accounting.
