Belarus adopts Russia’s experience in the normative-technical regulation of AI

Artificial intelligence (AI) technologies are a powerful tool for increasing productivity and saving resources. At the same time, the development and implementation of robust mechanisms for regulation, standardization, and control in the field of AI is becoming a critical task to ensure the safe use of these technologies.

To assist the State Committee for Standardization of the Republic of Belarus in addressing this challenge, UNDP in Belarus engaged the Chairman of Technical Committee 164 “Artificial Intelligence” from the Russian Federation to develop recommendations for ensuring effective normative and technical regulation of AI.

On June 12–13, 2025, the expert presented the results of his work at a meeting with over 40 representatives from the State Committee and the Belarusian State Institute of Standardization and Certification. During the consultations, the harmonizing of approaches to AI standardization, and the ethical and safe application of these technologies were discussed in detail. The expert also took part in the Digital Expo TIBO-2025, where he presented an overview of international and regional experience in the field of normative and technical regulation of AI-based systems and solutions.

A key outcome of the expert’s work was Belarus’s decision to fully participate in the formation of the Interstate Technical Committee “Artificial Intelligence”. The implementation of the recommendations proposed by the expert will establish a solid institutional foundation for the normative and technical regulation in the field of AI. This, in turn, will contribute to harmonizing approaches to the use of AI-based systems and solutions within the Union State of the Republic of Belarus and the Russian Federation, as well as in the Eurasian Economic Union.
